All the recommendations above work. The FujiwaraFKM, Tojiro DP & Richmond Artifex are all low price point winners with different pros & cons. FYI: the AEB-L Artifex offers the best steel quality of these 3.

The Victorinox line in itself is a great low price point workhorse line. Their Fibrox curved semi-stiff boning knife is a great $17 knife.
When it comes to accesories, I would buy him a bench knife
