I think in pure terms of alignment it has to although I did not try to use it after the mod until it was centred . The further off centre the stone is the bigger the increase in error since the knife should be sharpened over the table the angle increases the further outboard you go so centring the stone arm makes sense at least the arc is equal and not only that it just looks right .
It is not a big deal to do it although the bottom screw becomes US since the angle rod is in the way to use the lower screw since the hole for the screw is exactly where the angle arm sits. Refer to Madrookie's top picture!
