I don't know what wood they use but my wild guess is something very similar to the ho wood they use on most handles. It's light like the ho wood handles.
The finish is painted and then they put a durable clear coat finish over it so it reminds me of a little of a painted car finish. It seems to be pretty durable and it's waterproof. I was a little concerned with a handle like this being slippery when wet but that's not the case. Grease on your hands does make it a little slippery so boning chickens all day and you don't keep your knife hand clean that might be a minor annoyance.
I like these a lot. The blue ones are a little large for my taste. I'm buying some more that are two tone (burgundy and black) that are a touch smaller and we'll do some knives with those next. Look for these in about 4-6 weeks.

I have one of the blue-handled Ikeda knives. It's not a slippery handle and I like the length. It is waterproof as Mark said, and fairly hard. I should mention that mine is more teal than blue, which I actually prefer.

I keep finding myself looking for an excuse to pick one up as a replacement handle, something about them just looks cool. Right now, my current excuse is it's listed as a replacement for a 240. The couple I have in mind are 210.
